Youth Parliament Sitting through Individual Group

1. Introduction

To promote the Youth Parliament programme of the Ministry, a dedicated web-portal has been developed by the Ministry of Parliamentary Affairs since 26th November, 2019. Now, this Ministry has taken the initiative to spread this programme among the Group of Citizens and to give them the opportunity to associate themselves with our great democratic values. This portal contains various e-training resources in the form of tutorials, literature, training videos, etc. for e-training and self-learning of the participants. The portal will be used for implementing and monitoring of the Youth Parliament programme of the Ministry.

2. Objective

The objective of the web portal of Youth Parliament is to strengthen the roots of democracy, inculcate healthy habits of discipline, and tolerance of the views of others and to enable individuals and Groups of Individuals to know about the practices & procedures of the Parliament and to enhance their knowledge of functioning of the Government, Constitutional values and for living their life in a democratic way.

3. Who can participate in the scheme?

Any Group of Citizens of the country is eligible to participate in the ‘Portal Based Youth Parliament Programme’.

4. What is a Group?

A Group is a permanent or temporary association of more than or equal to minimum of 10 citizens of the country having one person among them as the Leader of the Group for the purpose of participation in portal-based Youth Parliament Programme.

5. Participation in the Programme

The registration of the Group of Citizens shall be done on the Youth Parliament Portal through the Aadhar credentials of the Leader of the Group.

6. Duration of Youth Parliament sitting

The duration of the sitting of the ‘Youth Parliament’ should not exceed one hour.

7. Subjects for discussion at the Youth Parliament

The subjects to be selected for discussion in Youth Parliament should be as far as possible non-controversial. Matters raised in the Youth Parliament may relate to the subjects of welfare activities, defence of the country, social justice, social reforms, economic development, communal harmony, education, govt. welfare schemes, health, student discipline, education policy, Swachhata, Environment, Climate Change, labour reforms, human resource development, rural development etc. Direct or indirect remarks must not be made in the speeches so as to cast aspersion on the political parties or present and past leaders/ persons etc. From time to time, a specific subject/theme for conducting Youth Parliament Sitting may also be prescribed/flashed on the portal to celebrate various important days, national festivals and occasions of national importance.

8. Language

The participants may speak in any Scheduled language.

9. Venue

Each group shall hold the Youth Parliament sitting at the location convenient to it.

10. Number of Participants in the Youth Parliament Sitting

The Group participating in the Youth Parliament Programme may have minimum of 10 members.

11. Number of Times of Participation in a Year

A Group may participate any number of times in Portal based Youth Parliament Programme to conduct a sitting of Youth Parliament with separate batches of participants by registering themselves multiple times.

12. Outline of the Programme

  1. The Group participants who are conducting the sitting of the Youth Parliament in Group mode will have to register themselves on the web portal through their Leader of the Group.
  2. After successful registration, they will be able to conduct a youth parliament programme at a place convenient to them.
  3. An MP/ex-MP/ MLA/ Ex-MLA/ MLC/ Ex-MLC or a Person of eminence from their local area (if available) be invited to oversee the performance of their sitting.
  4. The Group shall upload the reports and photos/ videos of the Youth Parliament Sitting conducted by them on the web portal for scrutiny and verification by the Ministry.
  5. If reports and photos/ videos of Youth Parliament are found to be in order after scrutiny and verification, Group Members (including the Leader of the Group) will get digital “Certificate of Participation” and the Leader of the Group will get digital “Certificate of Appreciation” for leading the Group.

13. Certificates

Every Group participant taking part in the programme shall get a ‘Certificate of Participation’ and the Leader of the Group shall get a ‘Certificate of Appreciation’. Group Leader with login credentials shall be able to print/download the certificates and distribute the same to other participants.
