Youth Parliament Sitting through Participation in Kishore Sabha and Tarun Sabha

1. Introduction

To promote the Youth Parliament programme of the Ministry, a dedicated web-portal has been developed by the Ministry of Parliamentary Affairs since 26th November, 2019. It gives opportunity to the students of educational institutions to associate themselves with our great democratic values. This portal contains various e-training resources in the form of tutorials, literature, training videos, etc. for e-training and self-learning of the participants. The portal will be used for implementing and monitoring of the Youth Parliament programme of the Ministry.

2. Objective

The objective of the web portal of Youth Parliament is to strengthen the roots of democracy, inculcate healthy habits of discipline, and tolerance of the views of others and to enable the student community to know about practices and procedures of the Parliament and to enhance their knowledge of the functioning of the Government, Constitutional values and for living their life in a democratic way.

3. Who can participate in the scheme?

All educational institutions of the country are eligible to participate in the ‘Portal-Based Youth Parliament Programme’.

4. Participation in the programme

The registration of participation shall be done through the Youth Parliament portal. The educational institutions shall be able to register themselves through the Aadhaar credentials of their Principal/Vice- Principal/Head of the Institution/Director/Registrar/Dean or as may be prescribed from time to time.

5. Duration of a Youth Parliament sitting

The duration of the sitting of a ‘Youth Parliament’ should not exceed one hour.

6. Subjects for discussion at the Youth Parliament

The subjects to be selected for discussion in Youth Parliament should be as far as possible non-controversial. Matters raised in the Youth Parliament may relate to the subjects of welfare activities, defence, social justice, social reforms, economic development, communal harmony, education, govt. welfare schemes, health, student discipline, education policy, Swachhata, Environment, Climate Change, labour reforms, human resource development, rural development etc. of the country. Direct or indirect remarks must not be made in the speeches so as to cast aspersion on the political parties or present and past leaders/ persons etc. From time to time, a specific subject/theme for conducting Youth Parliament Sitting may also be prescribed/flashed on the portal to celebrate various important days, national festivals and occasions of national importance.

7. Language

The participants may speak in any Scheduled language.

8. Venue

Each institution shall hold the Youth Parliament sitting at a location convenient to them (preferably in the premises of their institutions).

9. Number of Participants in the Youth Parliament Sitting

Each Youth Parliament sitting may consist of about 50-55 students.

10. Number of Times of Participation in a Year

An educational institution may participate any number of times in Portal Portal-based Youth Parliament Programme to conduct the Youth Parliament Sitting with separate batches of students by registering themselves multiple times.

11. Selection of Students for conducting Youth Parliament Sitting

Educational Institutions shall select students of-

  1. i. Class VI to XII with the approval of their Principal/Head of the Institution for Kishore Sabha of Youth Parliament.
  2. ii. Under Graduate and Post Graduate levels with the approval of their Principal/Registrar/ Dean/Head of the Institution for Tarun Sabha of Youth Parliament.

12. Outline of the Programme

  1. The programme envisages Kishore Sabha for the students of class VI to XII and Tarun Sabha for the students of undergraduate/ Post Graduate level.
  2. All educational institutions of the country, that are willing to participate in the Youth Parliament Programme, have to register themselves on the web portal. After successful registration, they will be able to conduct a youth parliament programme.
  3. An MP/ex-MP/ MLA/ Ex-MLA/ MLC/ Ex-MLC or a Person of eminence as the Chief Guest (if available) be invited to oversee the performance of the Youth Parliament sitting of the institution.
  4. The institutions shall upload the reports and photos/ videos of Youth Parliament conducted by them on the web portal for scrutiny and verification by the Ministry.
  5. If reports and photos/ videos of Youth Parliament are found to be in order after scrutiny and verification, participating students will get a digital “Certificate of Participation” and teachers-in-charge / head of institutions will get a digital “Certificate of Appreciation” for the programme conducted.

13. Certificates

Every student taking part in the programme shall get a ‘Certificate of Participation’ and Teacher in-charge/ Head of the Institution shall get a ‘Certificate of Appreciation’. Principal/Head of the Institution with login credentials shall be able to print the certificate and distribute the same to participants.
